Public-Private Partnership (PPP) Project for the Finance, Design, Build, Operate, and Transfer (FDBOT) of the NHA Lake Road and Nyumba Yanga Apartments and High-Rise Flats in Lusaka, Zambia

The Government of Zambia, through the National Housing Authority (NHA), seeks private sector participation in addressing the housing deficit, currently estimated at 1.5 million units and projected to reach 3.3 million by 2030. The NHA Lake Road and Nyumba Yanga Apartments and High-Rise Flats project aims to provide modern, affordable housing and boost revenue generation.

1. Project Description

The project involves developing residential apartments in Lusaka:

  • Lake Road Complex (Ibex Hill, 1.2201 hectares)

    • 4-storey, two blocks: 35 apartments (31 two-bedroom, 4 three-bedroom)

    • 4-storey, four blocks: 73 apartments (61 two-bedroom, 12 three-bedroom)

  • Nyumba Yanga Flats

    • 4-storey, four blocks: 100 units (24 one-bedroom, 60 two-bedroom, 16 three-bedroom)

The project site is serviced with utilities and located near major commercial centers.

2. Objectives

  • Reduce Lusaka’s housing deficit by 173 housing units

  • Optimize land use and increase NHA’s asset base

  • Create employment during and after construction

3. EOI Requirements

Interested bidders must demonstrate:

  • Technical and professional qualifications

  • Availability of human resources and equipment

  • Managerial capacity and experience in similar projects

  • Knowledge and capability to execute the project

  • Consortiums are allowed but must comply with participation rules

4. Submission Details

Deadline: Friday, 4th April 2025, at 14:30 PM Lusaka time
Submission: Sealed EOIs must be delivered to the National Housing Authority, Sheki Sheki Road, Emmasdale, Lusaka. Late or electronic submissions will not be accepted.

REGISTRATION OF OFF-TAKERS FOR THE UPCOMING HOUSING PROJECT AT LUSAKA SOUTH MULTIFACILITY ECONOMIC ZONE (LS-MFEZ)

 

The Ministry of Infrastructure, Housing, and Urban Development, in collaboration with the National Housing Authority and Ongos Valley Development (PTY) Ltd of Namibia, is launching a housing project in the Lusaka South Multifacility Economic Zone.

-A total of 10,000 housing units will be constructed at Lusaka South MFEZ ,with the first 2000 housing to be constructed beginning June 2025,catering to low, medium, and high-cost categories.
